JKSSB Debarment of Candidate While Using Mobile on VLW exam 2024

JKSSB Banned 2 Candidate for 2 Years For using Mobile on VLW Whereas, the Jammu and Kashmir Services Selection Board (JKSSB) conducted OMR based Examination for the post of Panchayat Secretary advertised vide Notification 03 of 2022 dated 26.05.2022 on 10.12.2023; and

Whereas, a candidate namely Bilal Ahmad Bhat S/o Abdul Salam Bhat R/o Yaripora Kulgam Behi Bagh, 192232, appeared in the said examination under Roll No. 16010653 at Centre GDC Kulgam; and

And

Whereas, a candidate namely Murtaza Hamid Chouhan S/o Abdul Hamid Chouhan R/o 82 Fatehpur Rajouri Jammu  , 185131, appeared in the said examination under Roll No. 06320176

Whereas, the said candidate was found in possession of mobile phone during the course of examination, as reported by concerned Invigilators, Centre Superintendent, Deputy Superintendent, Magistrate, Centre Observer and Principal of GDC Kulgam; and

Whereas, the said candidate has acknowledged that he was in possession of the mobile phone, during the course of Examination, on the designated Annexure (i.e. Annexure IX) and accepted that it was an offence for which he is liable for disciplinary proceedings under appropriate rules; and

Whereas, notwithstanding the above, vide No. JKSSB- COE0Exam(UT)/39/2023-03 dated 14.12.2023, a show cause notice was issued to

the said candidate to explain his position. The reply to the said show cause notice was submitted by the candidate on 18.12.2023 and was examined in the light of relevant Rules/Regulations; and

Whereas, the case was placed before the Unfair Means Committee constituted in terms of Jammu and Kashmir Services Selection Board (Conduct of Examinations) Regulations, 2022 under part XXX (67), and the committee, after considering the nature of the offence and evidence brought on record, as also the reply of the candidate, recommended as under:-

“The committee observed that the candidate has committed offence under section 64 (b) of Jammu and Kashmir Services Selection Board (Conduct of Examinations) Regulations, 2022. Therefore, the committee recommends cancellation of the candidature for the said post, besides debarment for a period of 02 years for all examinations conducted by

JKSSB. Further, the seized mobile be retained by the Board. However, SIM can be handed over to the candidate back on his personal request to the Chairman/Secretary”.

Whereas, the recommendations of the committee were placed before the 257th Board Meeting held on 25.01.2024 and the following decision was taken:-

“The Board deliberated the matter and accepted the recommendations of the Unfair Means Committee w.r.t the unfair means case involving the candidate namely Bilal Ahmad Bhat S/o Abdul Salam Bhat in the OMR Examination held for the post of Panchayat Secretary advertised vide Notification 03 of 2022 dated 26.05.2022, with the modification that the mobile along with the SIM be handed over to the candidate after six months from the date of examination, on his personal request to the Secretary/Controller of Examinations. The period of debarment for two years shall commence from the date of issuance of an order in this regard”.

Therefore, in view of the above and as per section 69 of Jammu and Kashmir Services Selection Board (Conduct of Examinations) Regulations, 2022, the candidature of candidate namely Bilal Ahmad Bhat S/o Abdul Salam Bhat R/o Matibugh Yaripora Kulgam Behi Bagh, 192232, for the post of Panchayat Secretary advertised vide Notification 03 of 2022 dated 26.05.2022, is hereby cancelled. The candidate is further debarred from appearing in all the examinations to be conducted by the Board for a period of two (02) years from the date of issuance of this order.

Besides, the mobile phone along with SIM shall be released to the candidate after six months from the date of examination on his personal request.
