Waiting List Approved in J&K  For Recruitment

Waiting List Approved in J&K For Recruitment – Administrative Council in its meeting, held on 19th of February, 2024, under the Chairmanship of LG Manoj Sinha, approved re-consideration of its earlier Decision dated 07-09-2023 and restored enabling provisions for drawing up of wait lists in recruitment to public services in the Government.

Key Decision Highlights:
1. Restoration of Enabling Provisions:
 
The Administrative Council reconsidered its earlier decision and restored the enabling provisions for drawing up wait lists in recruitment to public services in the Government.
2. Withdrawal of Amendments
  • Amendments made to various recruitment rules, including the J&K Civil Services Decentralization and Recruitment Rules, 2010, have been withdrawn.
3. Grant of One-Time Exemption:
  • Recruiting agencies have been granted a one-time exemption to draw up wait lists within six months for select lists issued since the earlier decision.
4. Conditions for Wait List Drawing:
  • The wait list(s) must be drawn within the validity period of the select list, and resultant vacancies due to non-joining of selected candidates should not have been re-advertised.

  • Timely Filling of Vacancies: Restoring the waiting list will expedite the filling of vacant positions in public services.
  • Avoidance of Delays: The decision will prevent delays in re-referral of vacancies, ensuring a smoother recruitment process.

The Administrative Council decided to withdraw amendments made out in the J&K Civil Services Decentralization and Recruitment Rules, 2010 in terms of S.O 496 of 2023, J&K, Appointment of Class-IV (Special Recruitment) Rules, 2020 vide S.O. 497 of 2023, J&K Combined Competitive Examination Rules, 2018 vide S.O.498 of 2023 and also in the Business Regulations of JKPSC/JKSSB, and other rules/regulations in any other department/ service ab-initio.
It was also decided to grant one time exemption to recruiting agencies to draw up wait list within six months, for those select lists, which have been issued since earlier decision.
However this shall be subject to the condition that such wait list(s) are drawn within validity period of the select list and resultant vacancies on account of non-joining of selected candidates have not been re-advertised.
The decision shall help in timely filing up of vacancies, with additional benefits such as avoidance of delays in re-referral of vacancies, reduction of time consumed in subsequent selections, and allow candidates to secure employment before attainment of upper-age limit.
